November, 2009 A replacement 2 mill Permanent Improvement (PI) levy for the school district will be on the November 3, 2009, ballot as Issue 18. It will generate approximately $1.2 million for the purpose of maintaining school district facilities, replacement of school buses, replacement of textbooks and maintaining our technology advantage. The PI Levy was originally passed in 1985 and has been renewed every five years since that time. Over the past 24 years our aging facilities continue to be very expensive to maintain and the fixed 1985 dollar amount of the original levy is no longer sufficient to cover the maintenance needs of the district. The district also anticipates utilizing these dollars to continue replacement of textbooks and to continue maintaining our technology at the most current level. In addition, the state has eliminated funding for the purchase of school buses and the district needs to replace three buses per year to maintain a replacement cycle of 12 years on our bus fleet. The 1985 PI Levy was for 2.0 mills. Over the years the effective millage has been reduced to only 0.84 mills. The dollar amount of a voted levy cannot increase with inflation, so the millage effectively reduces annually because of HB 920. We still need 2.0 mills in today’s dollars to keep up with aging facilities, maintaining textbook and bus replacement schedules and keeping abreast of the latest technology innovations and accounting for 24 years of inflation. The REPLACEMENT LEVY will cost the owner of a $100,000 home an additional $35.47 per year (10 cents per day), $24.84 (7 cents per day) per year for a $70,000 house, or $17.74 (5 cents per day) for a house valued at $50,000.
